Populate media DB on import (#1977) 
* Refactor MediaManager transactions

* Add media entries when importing

* Fix legacy apkg import not setting csum

Also test for this in the roundtrip test.

Anki's Rust code.

backend.proto stores the interfaces used to communicate backend messages between Rust, Python and TypeScript.
