Fix MathJax editor sometimes not properly sized / getting cut off (#2467) 
* Fix MathJax editor sometimes not properly sized

Also fix an issue where when 'Reduce motion' is enabled, a popover
appears momentarily out of position and then shifts to the correct
position.

* Fix MathJax editor sometimes getting cut off

* Change max-width of MathJax editor
